ITL led preparation of position on eIDAS2 regulation

A commonly agreed trusted digital identity is needed when we talk about Europe’s Single Market.

eIDAS Regulation – the EU regulation on electronic identification and trust services for electronic transactions in the internal market, which dates from 2014 and has been in effect since 2016 – deals with this. After a few years of work on a new draft in the European Commission, the European Parliament and the Council, the final phase of the eIDAS2 regulation, which will significantly affect the future of digital identity, is now starting in Europe. A new legal framework for digital identity and trust services will be agreed upon in trilogues between the European Parliament and the Council. It should be implemented in a few years.

Since this area is extremely important for Estonian companies and the Estonian state as a whole, ITL Estonian ICT Cluster led the preparation of the position of our Brussels umbrella organization DIGITALEUROPE on the mentioned regulation (under the leadership of SK ID Solutions).

In our position, we pay attention only to key issues that, in our opinion, need to be resolved before the adoption of the legislation. For example: we do not consider feasible the proposed timetable for introducing and supporting the identity wallet; the new solution should not have a privileged legal status compared to the existing solutions today; the identity must be widely used and consistent in order to enable the provision of services at a good level. We also consider it important to continue to allow protective measures for those who are under attack (e.g. identity theft) – we cannot build a new digital infrastructure with the blind faith that security incidents will never happen.
