Workshop on e-governance with Palestine

October 5, 2021

From 29-30 September 2021 the Estonian ICT Cluster organized an online workshop on e-governance to Palestine.

The workshop was organized in collaboration with the Union of the Mediterranean and German Corporation for International Cooperation (GIZ). Practical educational workshop brought together around 60 participants from public institutions, private sector, academia and civil society who are involved in digital transformation in Palestine. This two-day event allowed for Estonians to share the experience of digital transformation on e-governance.

Mr. Ishaq Sidr, Minister of Communications of Information Technology of Palestine, and Ms. Amal Jadou, Deputy Minister of Foreign Affairs of Palestine, highlighted the determination of the Palestinian Government to set up an e-Governance to better address the existing challenges, presenting the legal framework and the national strategy to achieve this goal.

First day sessions were dedicated to presenting the state of the digitalization in Palestine and to examine the key enablers of digitalization (public-private partnership, digital skills, digital identity, base registries and interoperability). On the second day the focus was on the legal framework of e-governance and key elements of a secure digital society. Specific examples of digital public services were presented, like e-taxation, e-health, e-justice services; business register, digital trade and cross-border services.

This workshop was the second of a series of national workshops dedicated to e-governance – a follow-up event to the UfM conference on Digital Transformation and Digital Skills for the Future, which was held in Estonia on 30th of September 2019.
