The main objective of the workshop is dissemination of e-Governance best practices – how to build secure digital solutions to create a conducive business environment, with a special focus on facilitating processes for Micro-, Small and Medium-sized Enterprises in Algeria.

The workshop’s topics include:

1) Introduction and e-Governance at a glance: first steps towards information society
• building national strategies, sector plans and legislation
• how to ensure political will to invest into ICT and make ICT part of each sector plan
• the role of public private partnerships

2) Digital society foundations: Digital Identity
• the principles for legal and institutional framework for Digital ID
• the structure of a unique identifier
• privacy and protection

3) Digital society foundations: State registers interoperability and secure data exchange
• the key elements and functions of base registers
• systems integration and interoperability of base registers and secure data exchange
• interoperability in practice

4) Digital Skills: building a better future leaving no one behind
• the importance of developing digital skills on the labour market
• raising digital capacity among citizens and businesses – how to ensure the use of digital services
• ensuring the accessibility of learning materials and communication between all the relevant counterparts
• practical case studies: examples of digital skills learning programmes

5) Legal framework of e-Governance and key elements of a secure digital society
• how to ensure favourable legal environment for e-Governance
• efficient delivery of rule of law
• ensuring accessibility and trust in digital services – incentives for the private sector
• security in data management and providing secure access to all parties
• improving rule of law, administration and governance

6) Public service transformation
• e-services (for private and public sector) as a benefit for the state by saving money, increasing efficiency and reducing corruption
• practical case studies:
i. public finance management
ii. collection of taxes
iii. e-Justice and local government management

7) Ensuring the safest and most attractive business environment (65 min)
• simplified procedures and transactions for businesses and attracting FDI through that
• practical case studies:
i. transactions in the business registry
ii. managing properties in land registry
iii. cross-border services
iv. mobile ID + digital trade hub

The workshop includes presentations as well as Q&A sessions, panel discussions, breakout sessions and feedback sessions.

The workshop will take place virtually on 22-23 February 2021, experts can join either physically in the studio or via VMIX or Zoom. The presentation can be held either in English or French, interpretation will be provided.

The maximum fee per expert per hour is 400 EUR (incl all taxes).

The proposal should include:

  • the chosen topic
  • the profile of the expert(s)

The workshop is organized in cooperation with Secretariat of the Union for the Mediterranean, German Corporation for International Cooperation and the Algerian Delegated Ministry of Startups and Innovation.

Proposals should be submitted in the given, filled form signed by the expert no later than 10.02.2021 to jana.silaskova@itl.ee.
